Many collectives and groups are organizing in peripheral urban territories, to generate information adapted to the reality of these communities, fight fake news, organize the distribution of donations, respond to eventual emergencies and even organize medical services. Here we present some of these initiatives. The list below is undoubtedly incomplete because there are hundreds of actions across the country. See also the Repository's project maps tab. Pandemic Monitoring in the Favela
The Pandemic in the Favela survey – the reality of 14 million favelas fighting the new coronavirus, carried out by CUFA and the Locomotive Institute, shows the perception of the residents of the peripheries about the evolution of the pandemic. Research shows that 50% more believe that the pandemic is only halfway there and that more than 80% are living on a lower income than they had before the pandemic.
Monitoring the performance of public authorities with communities and groups vulnerable in the context of the pandemic
Several associations and movements linked to the struggle for housing and urban reform have launched a monitoring to give visibility to the omissions of the public power in the fight against Covid-19 in the peripheries. Monitoring is done throughout the country, through questionnaires that are being applied in each specific community or group.
Popular Movements against COVID-19
On March 23, a group of national popular movements fighting for the right to the city released the document – In Defense of the People, Democracy, the Rule of Law and the fight against COVID-19. It presents a set of demands to face the epidemic, from the perspective of guaranteeing rights and preserving life.Go here.
Marielle Franco Slum Dictionary
The Marielle Franco Dictionary of Favelas, which aims to stimulate and allow the collective collection and construction of existing knowledge about favelas, is a key reference on information related to the fight against the pandemic in favelas (mainly in Rio de Janeiro, but also from other places in the country). On the platform you can find lists of contacts of collectives and campaigns, research, reports, photos, videos, comments, interviews and academic reflections. The platform also compiles data from organizations that account for spending on what they have been receiving via donations (see here).
UNEAfro, Sefras and Partners Campaign
The UNEAfro organization and 12 other partners, including quilombola support networks and the Franciscan Solidarity Service, are distributing basic baskets and hygiene kits in the peripheries and quilombos. They are also guaranteeing minimum income for teachers, students and coordinators of community courses. G10 das Favelas
The G10 of favelas is defined as "a block of Leaders and Entrepreneurs of Social Impact of favelas", with operations at the national level (see map above). On their page and on their social media, they present the actions developed against the pandemic.
CUFA and Mothers of favelas
The Single Favelas Center is collecting and distributing donations throughout the country. Launched the Mothers of the Favelas Campaign, in partnership with several companies. The goal is to collect donations of resources to provide a basic income for mothers, so they can decide what they need to buy. The Site For Those Who Donate is bringing together several initiatives throughout Brazil to make it easier for donors to find initiatives, know what they do and donate. The page is divided by country regions and you can also select alphabetically.
Periphery on the Move: manifesto of communicators from all over the country
In a manifesto signed by dozens of groups across the country, activist media groups operating in the peripheries declared: "We, peripheral and peripheral communicators from various parts of the country, are joining forces to collaborate with accurate information that can truly reach ours. We need to know how to report… From us to ours!" Go to the collective's website for communicators for more information.
Actions of the Homeless Workers' Movement against the pandemic
The MTST has developed several actions to cope with coronavirus in the peripheries, from legal and health guidelines to the distribution of donations. It is possible to make donations through this electronic kitty and learn more about the actions promoted on the Movement page.
"For the Life of Our Mothers"
Children of domestics launched the letter "For the life of our mothers", addressed not only to the authorities, but to the entire civil society: "when we find that our family members who are maids and diarists continue to work normally, we stress the emergence of attending to the quarantine stipulated by the authorities and demand paid leave."
National Forum for Urban Reform launches edict in support of peripheries in partnership with the European Union
Registration is open for the Notice for Local Support Initiatives in the Peripheries, National Forum for Urban Reform, in partnership with the European Union. The objective is to enable actions by local forums and articulations to develop activities in emergency combat and prevention of Covid-19 related to the implementation of the Sustainable Development Goals (SDGs). 10 organizations will be selected and each initiative will receive between R$6,000 and R$9,000. Emancipa University Courses
The Emancipa network, formed by popular courses present in the peripheries of several states of Brazil, will conduct open courses online on the current pandemic situation of COVID-19 for the peripheries. Classes will be from May 5th to July 7th, 2020 and registrations can be made here.
IN SÃO PAULO:
We women from the periphery
"Nós, women of the periphery", an independent journalistic collective formed by journalists living in different peripheral regions of the city of São Paulo, is engaged in coping with COVID-19. The collective's website houses a variety of analyses that highlight how the pandemic unevenly affects the periphery, such as the risks of exclusion from distance learning, the limits of access to cultural goods, the use of public transportation and a special series on Environmental Racism: indigenous women and quilombolas in protecting their peoples against COVID-19. Brasilândia Solidary Network
Brasilândia is one district of São Paulo most affected by the pandemic. Since April, a network of civil society actors has been created, which has expanded to include government actors: "Initially headed by local leaders, today it works in conjunction with representatives of Health, Social Assistance, Public Security, Culture, Education and other areas of public policies. Any person or organization can participate in this collective. The moment needs to be one of unity and solidarity." See more about the Network on the Facebook page.
On March 21, community leaders from Paraisópolis made a call to recruit volunteers, who became "street presidents" or "brigadiers" (gathered in the photo above). The call is posted on the community's Facebook page. Since then, the community has set up foster homes, bought ambulances and staged protests denouncing the lack of support from the state government. IN RIO DE JANEIRO:
Opina Rocinha Information Panel
Four young people from Rocinha, South Zone of Rio, who are enthusiasts of technology and computing created the Opina Rocinha project, in order to capture the perception of favela residents about the pandemic. The panel provides information on the situation in which the slum dwellers find themselves in the midst of the coronavirus outbreak. The objective is to provide data on the conditions of the favelas, including in order to enable public policies that really meet and assist these people.
The #pratodascomunidades is an initiative of the NGO Voz das Comunidades, created to bring ready meals to those who need it, in addition to generating jobs in the community. As the campaign reports, "Basic baskets sometimes may not be enough to help. There are families without gas, water or light to cook, needing a plate of food." Go to the campaign at this link.
"Connect in Corona!" campaign
The Oswaldo Cruz Foundation has joined Redes da Maré and community organizations in Manguinhos to launch the "Se Liga no Corona!" campaign, which aims to disseminate reliable information adapted to the context of the peripheries. The content produced by the campaign is available for download on the Fiocruz Portal and Maré Online. In addition, the Campaign launched a validation seal for communication materials produced by partner community organizations. Its content will be submitted to fiocruz experts and, if they come from, they will receive the Fiocruz Tá Junto seal, offering the material a scientific seal.
Favela Without Corona
Favela Sem Corona is an initiative for the purchase and free distribution of rapid tests of COVID-19 and protective equipment in the Favela da Rocinha that has become something more: a preventive communication project, as well as a community instrument to monitor the evolution of the disease through the survey it created to select beneficiaries.
Campaign "Maré says NO to Coronavirus"
Redes da Maré, an organization that operates in the complex of 16 favelas of Maré (Rio de Janeiro), where approximately 140,000 people live, launched the Campaign "Maré diz NO ao Coronavirus". On the organization's website you can find information about donation of food baskets and how volunteers can help. The funds raised by the Campaign will be used for purchases "primarily, with small local entrepreneurs, aiming at the circulation of resources within Maré in this period of crisis". Panel "#CoronaNasFavelas" Tide Mobilization Front
The Tidal Mobilization Front, even knowing the difficulties with underreporting of data reported by the government, took the initiative to develop a panel that is updated daily with the number of confirmed cases and deaths in the favelas of Rio de Janeiro.
German Crisis Office
The Collective Papo Reto, the Voice of communities and the Collective Women in Action in German came together to form the German Crisis Office. They are organizations that have been operating for years and have adapted their agendas to help fight the pandemic. In addition to distributing donations, they also run awareness campaigns, fight against fake news, promote sanitization campaigns in the favelas and denounce police violence.
With the help of several partners, Movimenta Caxias is distributing basic baskets, hygiene kits and organic foods to the most vulnerable in Duque de Caxias and Baixada Fluminense. The Movement's Facebook page provides information about the initiatives, promotes discussions with experts on various topics and also reports on how the money raised is being used. In addition, you can find bank details to make donations.
IN MINAS GERAIS:
MLB launches fundraising campaign to fund family aid
The Movement to Fight in Neighborhoods, Towns and Slums (MLB) has launched a virtual fundraising campaign to finance solidarity actions to communities in Minas Gerais. the organization aims to reach 1,500 families. More information on this page.
Nationally, MLB also undertakes the articulation "Periphery Without Corona". On the initiative's website, it is possible for residents and community traders to register to participate in "financial support" and "market search" actions. Go here.
Platform maps actions in the Metropolitan Region of Belo Horizonte
The Community Image Association, from Belo Horizonte, launched the platform "Living Periphery: Covid-19 Task Force", an initiative with the objective of bringing together "campaigns, demands and initiatives of those who are in the peripheries, towns, agglomerates and slums of Belo Horizonte, Greater BH and the interior of Minas Gerais". On the site, you can access a map of the actions that have registered in the initiative.
School of Architecture of UFMG and Secretariat of Urban Policy map initiatives in BH
The research group Social Practices in the Urban Space (Praxis) of the School of Architecture of the Federal University of Minas Gerais and the Municipal Secretariat of Urban Policy of Belo Horizonte launched a mapping of initiatives to combat covid-19 in slums and occupations in the Metropolitan Region of the capital of Minas Gerais. Booklet for Popular Health Agents: Helping Your Community
The National Campaign Periphery Alive, and other partners, have launched a booklet that aims to train popular health agents so that each one can help in the fight against the virus locally, in their community. The booklet provides information about coronavirus, what actions of a popular health agent, on how to take care of your community, among others.
Vulnerability Atlas: collectives also produce data
The Popular Collectives Network of Paulista COPPA, formed by several groups from the peripheries of the Metropolitan Region of Recife, joined other civil society organizations and professionals to develop a mapping of the areas of greatest socio-spatial vulnerability in the city of Paulista. From the crossing of 11 indicators (which take into account variables such as age, gender and race, among others), the Atlas mapped the areas of least and greater vulnerability in the territory. The research also collected data on official cases of virus contamination and showed that they were concentrated in the most densely populated areas by mid-April. The Atlas can be accessed here.
Articulation Recife de Luta launches fundraising campaign
The Recife De Luta Articulation is composed of several organizations such as: Habitat for Humanity Brazil, Ong FASE (Federation of Organs for Social and Educational Assistance), Popular Center for Human Rights – CPDH Cendhec Ong (Centro Dom Hélder Câmara de Estudos e Ação Social), IBDU, among others, popular movements, academia, social movements. Originally created in 2018 to work with the revision of the Recife Master Plan, it has now launched a new campaign to raise funds for 8 communities in the city.
Map of The People's Communication of The Great Reef
The organization Marco Zero, which aims to "qualify the public debate promoting investigative and independent journalism", is launching the map of popular communication of Greater Recife. The idea is to increase the visibility of perivative narratives, in the context of the fight against the pandemic. To participate in the mapping, you can access the form here.

People's Committee on People's Defense and Against Coronavirus
The People's Committee in Defense of the People and Against Coronavirus is a broad, suprapartisan space, formed by several Social Movements, Unions, Associations, Non-Governmental Organizations, Central Unions and all people willing to fight for life and build concrete and unified actions, through solidarity in the fight against Coronavirus in the municipality of Porto Alegre and RS.
"Solidarity is more than a written word!"
The Libertarian Athenaeum Group The Battle of the Floodplain launched the campaign "Solidarity is more than written word". On its Facebook page, the group systematized a list of entities and forms of donation to poor communities in Rio Grande do Sul.
Solidarity Campaign is Our Weapon
The Limoeiro Community Group Association launched the Solidarity is Our Weapon Campaign as a way of supporting families economically affected by the pandemic. The Association page contains all the information about collections and forms of assistance.
Articulation peripheries of Bethlehem against the pandemic
Covid19PeriferiasBelém is an articulation of activists/collectives of popular communication from the outskirts of Belém-PA, which seeks to disseminate information about the coronavirus. The Instagram of the initiative is in the link.
Project carries out Terra Firme Campaign
The Tela Firme project carries out a campaign to collect basic baskets and hygiene and cleaning materials for families most economically affected by social isolation due to the coronavirus pandemic. The Campaign, called Terra Solidária, also seeks to make donations of fabric masks to the fairs of the Neighborhood of Terra Firme, in Belém, where the project carries out its actions. Periphery in Focus
The Periphery in Focus, a collective of popular communication, focusing on the Peripheries of Greater Belém do Pará, is promoting lives to discuss the impacts of the pandemic in various areas. The information is on the initiative's Instagram and Facebook page.
The Project Telas em Movimento was born with the objective of democratizing access to cinema, especially in the peripheries of the Amazon. Faced with the pandemic, the project decided to reformulate itself to help fight covid-19 and help families in vulnerable situations in the outskirts of Belém. "I Want to Be Able to Stay at Home" Campaign
In Belém do Pará, the "Solidarity Committee for Students and Mothers in Social Vulnerability – I want to be able to stay at Home! – is built by the hands of many and many activists of the student, trade union and feminist movement.
The initiative was thought by the @afrontepa and @resistenciafeministapa, but with the intention of being much bigger! We want to add the various campaigns that are happening in the metropolitan region and act in partnership with the various entities and social movements in the State."
